The Provincial Cooperatives Office and the cooperative sectors organized in 1992 the Isabela Cooperative Advisory Council (IPCAC) which has become the forerunner of the IPCDC chaired by Mr. Fernando Molina. It had been an active partner in the fulfillment of its mandate in the promotion, organization, education and development of cooperatives in the province of Isabela.

 

Assistance poured-in to assist the advisory function of the council but because it was not registered then, Mr. Molina and the council members initiated the registration of the council from IPCAC to Isabela Cooperative Advisory Development Foundation, Inc. (ICADFI). Financial assistance of P500,000.00 was granted to ICADFI.

 

For twenty-one (21) years now, the IPCDC served as an avenue for interaction and resolutions of issues confronting the cooperatives through the assistance of the Provincial Government of Isabela. Subsidized trainings were also undertaken to enhance the skills of cooperative leaders and staff. In 1999, the Gov. Faustino N. Dy, Sr. Awards for Outstanding Cooperatives and Cooperative Leaders was born, a brainchild of Ms. Corazon Calderon, the 5th Chairperson of the council. This is to give recognition to those who have shown exemplary performance and their contribution in addressing economic issues, especially to our less privileged Isabeleños. The IPCDC also adopted its own logo and IPCDC Hymn, the first ever in the history of cooperative development councils in the Philippines, not to mention that it is the first ever organized cooperative development council. The IPCDC Hymn was composed by Engr. Alexander A. Dela Cruz of Isabela State University Academe, whose expertise was tapped by Dr. Juanito P. Rosini, 10th IPCDC Chairperson.

 

Twelve (12) selfless cooperative advocates became the council’s chairpersons whose cumulative accomplishment contributed to where the IPCDC is right now:

  11. Loreto L. Ramiro - 2010-2011 & 2014-2015

  12. Renato A. Maguigad - 2012-2013

 

The PCDC of Isabela, for more than two (2) decades, manifested that truly, rigorously and actively depicted its mandate to serve as a mechanism for collaboration, consultation and coordination in the implementation of various programs and projects implemented by all government branches, instrumentalities, subdivisions and agencies for the cooperatives (CDA Memorandum Circular No. 2011-02).

 

It ensures/facilitates the provision of technical guidance, bridge to access for financial assistance and other services to enable cooperatives to develop into viable and responsive economic enterprise and thereby bring about a strong cooperative movement.
